Drug abuse in society is a critical factor that has caused both health dysfunction and behavioral compromise. Because of the problem, it has become critical the creation of effective programs that are meant for the correction of the social problem. In addition, the poor parental connection between the child and parent while growing into the adolescent stage is a crucial factor that has critically caused the creation of the respective problem of abuse of drugs (Riquelme et al., 2018). For instance, children who feel neglected as they grow up are highly vulnerable to the cause of drug abuse because they fail to get parental love which is crucial for the promotion of the absolute confidence factor. As such, enabling the progress of operation becomes the integral factor that would make it possible for the promotion of the ideal determination of the requisite quality improvement. The upbringing of a child is a fundamental determinant of the respective vulnerability of the drug abuse that would be witnessed in the life of the child (Riquelme et al., 2018). Therefore, it is the responsibility of society to ensure that the early childhood development environment is promoted in a manner that would seek to sufficiently promote the overall quality of minimizing the vulnerability of drug abuse.

According to Hudgins et al. (2019), the dynamics of drug abuse are highly connected to prescriptive drugs. The dynamics of the abuse of these drugs are highly connected to the unfaithfulness of the patients in adhering to the specific qualities of the operation. As such, enabling the promotion of the specific quality of operation becomes the absolute function for ensuring that substantive quality of operation is advanced within the scale of operation. Because of this function, prescriptive drugs have continually become a determining function in the aspect of drug abuse within society (Hudgins et al., 2019). Creating a code of conduct that attaches responsibility to the professionals for the advancement of drug abuse for any patient is the fundamental approach that would make the control of the problem to become sufficiently handled. Therefore, control of the opioid prescriptive drugs to ensure that the patients to whom the drugs are prescribed do not end up abusing them is the absolute determinant for attaining the requisite control of the social problem of drug abuse.

The scholarly research by Krist et al. (2020) affirms that the need for screening for unhealthy drug use is the absolute determinant for attaining the requisite progress in promoting sufficient quality of drug utility. Incorporating the models of drug control for the targeted users is the absolute factor that would purposefully ensure effective control of the substances is attained. The failure to substantially promote the requisite control helps to provide an avenue for busing the drugs which had an initial purpose of performing the curative function (Krist et al., 2020). In their studies, the scholars established that the European union was continually facing an ever-mutating dimension of substance abuse which is a critical factor that makes it difficult to establish an effective system that would sufficiently provide sufficient quality of controlling the drug abuse problem. The government expects to ensure that the requisite programs are developed to sufficiently manage the respective problem of drug abuse; thus ensuring that the entirety of the European Union gets sustainable drug abuse management before the pandemic of reduced labor since the lack of sufficient management of the youths would cause the quality of workforce to be substantially minimized (Kraus et al., 2018). Formulation of sustainable policies that would ensure that control of the drugs and substance circulation within the European Union is the absolute factor that would help in the management of the social problem. Consequently, the need for the management of the social ill before it rips the society off the productive workforce is the absolute factor in attaining sufficient quality of operation.

 Again, the case study of the Canadian jurisdiction according to Zuckermann et al. (2019) projects a critical dynamics of the critical need for the control of substance utility in society. The respective substances that are in high demand within this jurisdiction are the very individuals who are provided with the absolute need of ensuring that the overall improvement of the substantive quality of life is advanced (Zuckermann et al., 2019). In this respect, the substantive quality of the policies that are adopted by the Canadian government for the control of substance use must be progressive in seeking to sufficiently provide conclusive management of the social problem in a manner that would help the youth and adolescents from indulging in the problems. The failure to incorporate these dynamics makes the crucial function of resolving the problem to have the vulnerability of engaging in substantial activities that would expose innocent children and young adults to heinous life of drug abuse (Zuckermann et al., 2019). The failure to institute the requisite controls, especially with the penetration of the substances within the jurisdiction is the ultimate enabling factor to the continuity of the problem. Therefore, the government has a responsibility of ensuring that substantive progress in the respective quality of life becomes critical for the attainment of critical substance control.

The problem of drug abuse among adolescents is an alarming factor that requires the development of the absolute structures that would enable the scale of advancing the sufficient quality of respective life. The failure to advance onto the progressive quality of operation becomes the critical determining factor in resolving substantial progress of the operation. The creation of sufficient policies for the control of the substances is the absolute factor that would sufficiently provide essential improvement of youth and adolescent development. Society, therefore, has a responsibility of ensuring that the scale of managing the quality of life for the adolescent concerning drug abuse is sustainably attained for the progressive management of society.
