Erdman Ave & Belair Rd, Baltimore, MD Intersection is one of the most congested parts in Baltimore, Maryland and current trends suggest that it will become much worse. The rise of congestion is essentially a function of demand for road use which is increasing at a high rate, and the supply of road space, together with inefficient traffic management in the area. The congestion has been the major contributor to many accidents which have been reported in the region. The study utilizes the data on the accidents which occurred between the year 2017 – 2018, and which is obtained from the Maryland Highway Safety Office (MHSO) and the National Highway Traffic Safety Administration (NHTSA. Questions like; “What”, “how”, “when” and “why” will allow the research to gain all the crucial data. Given contemporary accident models, it seems pertinent to clarify questions like who shares responsibilities for road safety. And what are the control measures do the control actors and organizations enact in pursuit to road safety? This study describes various factors which reduce congestion related accidents and strategies, including analysis scope, travel time valuation, baseline speeds, and accident analysis; it will discuss how the these factors will influence the intersection planning decisions while describing the best practices which are recommended by the experts. The study will apply all the factors in evaluating various congestion reduction strategies which includes; roadway expansion and demand management programs in the area.
